If you see fuel, close the line off and if it still will not start you need to check pressure on your high pressure pump.

1y. F20 is an input to the TIPM. The WCM sends a bussed message that the key is in run or start. The F20 circuit is a hardwired input that only has power with the ignition switch in the run or start position. The TIPM needs to see both the bussed message and the F20 input from the ignition to allow the starter to crank.
You need a minimum of 5,000psi rail pressure for engine to start IIRC. If no guages, check the wiring looms under the truck. Trans wiring and lift pump wiring run under driver side together.
