The important thing about Vic3 is that it's predecessor wasn't really a successful game and had been abaddomend for a while. So the devs pretty much created a new game that contain similar elements to vic 2. Eu4 is pretty successful on the other hand. The devs don't need to reinvent the wheel. They can focus making existent systems deeper.
