I've never seen it rain in Black Scratch, and I've spent considerable amounts of time there. I've seen a build a well in a city mod some where a while back. You may even be able to use f-12 to build a well in the city, not sure if that works. Would also depend on if Black Scratch has any water for you to build a well on.

the absolute best town to settle in for research purposes is Black Scratch, it has almost the entire collection of blue prints in their library (a tech hunter town so all is welcome). It has hemp and fabric for your smithing needs, fruit and bread for your cooking need, Reavers and glass bandits for leveling.
