I suspect you have the model with the heater in the carburetor to prevent icing. They have a ground, a sensor, and a heater unit.

The guy must not have done a good job cleaning the carb or it sat some time after he cleaned it. Clean it yourself. I use the Gumout carburetor cleaner from Wal-Mart. It works good and is only like 3 dollars. I also use the copper strands from a wire to clean out the jets and other passages.
Use a clear hose on the bottom of the drain nipple and route it alongside of the carb. Open the drain screw and turn on the gas. When the gas stops rising in the hose, measure from the top of the float bowl to the fuel level in the hose.
