Some beggers can be farmers. Narfi for instance can be hired unless you killed him in the dark brotherhood. Once you hired two farmers the quest should progress.This is a long requested mod and my first ever mod for Skyrim. It has been in the works for a LONG time and continues to be a work in progress.
