My guess would be it's hypocritical of them to make a semi energy explosive weapon that effectively legal.If you are crafting Pepper Shakers to sell, make sure to use Super Duper and Back Woodsman 3 (less materials when crafting weapons) and make a bunch at a time. Otherwise it uses a lot of materials.
