Additionally, if you (not you lol, but those struggling with the new system) are really worried about some unskilled dorf using up all your resources, I'd recommend assigning a singular skilled dwarf to a given workshop and putting your high-quality requests into that one alone.

First thing I did was close the tavern, which apparently pissed a few people off but at least some of them got back to work. Then I built a study (office) for the manager, so that things would get approved quicker. Seemed to make a difference. I had the manager issue at first, then later they still weren't doing orders.
