Two when I was way under level for them and the third earlier today. Ive not seen one and I've been on every day for hours. Bungle finally made them a bit more common. It says they're rare but I think that was an understatement on bungles part. They apparently drop exotics upon completion.

Yesterday (5/24) there were 5 Vex Strike Force events outside of the wee hours of the morning. They were at 8:30am, 12:20pm, 3:00pm, 5:45pm, and 9:00pm (all times Eastern). The day before (5/23) there were also 5 outside of the hours you noted. Four of them were between 6:30pm and 11:30pm.

Appears to be a much longer public event called "Supernumerary Blitz" where you defeat 6 "Minotaurs Supernumeros" that are shielded.
