Rivers is only good for its art. The weapon art and reach make up for the lower stats imo. For godskin in particular id use peeler + any other bleed twinblade and rely on jump attacks for the 4x bleed procs. Elenaors polearm springs to mind. Put bloodhound step on the peeler, jump at skinny repeatedly.
The godskin noble set is just a meme, too. It should be noted here that the godskin peeler has this ash of war by default. It is obtained by defeating the godskin apostle in the windmill village in the Altus Plateau. It cannot be removed unfortunately but if you want to use it way earlier and like twinblades then this is your jam.

But it’s arguable two handing the peeler can give same effect since you can get it to like 110 blood loss w say bloody slash w/ blood affinity. Like someone said earlier, single charged heavy w/ that 110 will proc bleed on most enemies.Both are useful in different scenarios, whips can stagger and stunlock really well and have higher range while peeler has higher dps/bleed proc and aoe. But if you had to choose one set peeler is usually the go to bleed weapon. Personally tho, I would do 2x whips even if it might be weaker.It's still an amazing weapon especially for bosses with large hp pools. If you enjoy it and it feels right use it.
