making 60 fps patches are based on the same idea, you just have to find the good value to modify. Also keep in mind that depending on what is tied to framerate changing it to 60 might break things. That mean if the application can't reach the refresh rate the FPS is capped, some times as low as half the refresh rate value (commonly 30FPS). Anyways the problem is getting the fps to be consistent, the fps even goes beyond 60 but after 10 20 min it become crazy and even drop to 20. When I restart it become fine again. I don't think my stuff is optimized, it would be ideal actually if it is however I have no idea how. xD

In most cases, the only way to change the games frame-rate is to go from 30 to 60 via 60 FPS patches you can find here. If your CPU is under powered you can try enabled MTVU (or just select preset 3) and or setting the EE cycle rate to -1. 2.
