kind of yes and no. It's a bug more than a feature. The bugs "appear" within a few squares of the enemy base, not right on top of it. If that base is on the very edge of a one or two tile wide river, there is a very small chance one of the biters may spawn on the other side.
The logistics is made a bit more difficult by the limited space in the starting area and the need to invest a huge chunk of your stone into landfill to build causeways.
