Jera by itself is an okay rune, but the most value you can expect is some extra consumables and maybe (if you're really lucky) a pedestal item. You need Blank Card to get serious value out of it. Perthro is significantly better as the only unlocked rune.

Jera duplicates any item drops in the room. Have a chest, a bomb, and a half-heart in the room? Use Jera and you have 2 chests, 2 bombs, and 2 half-hearts. If yuou use it in the chest it will duplicate the 4 chests at the start of the chest giving you 8 items instead of 4, ie. stupidly good.
