Only way I can think of to fix this issue would be to redownload the game as this should install the latest version of the game. T7 Custom Patch is good if you just want to play regular BO3 or BO3 with friends with some improvements. To answer the question. No the game is not dead. You have problems finding games mainly due to your region you live in. Unlike previous cod games, matchmaking here prevents you from joining servers where your ping is to high thus you are locked out from most world servers and can mainly play in only your regions servers.

At least one was just some level 1000 idiot who said he was bored so he started cheating. Most of the cheaters seem to be weird people like that. But anytime someone is hacking the server you are connected to there is a small risk I suppose.
