I'm currently doing offline FRC dungeons for gems (no interest in getting PS+ for gem farming currently). I have two Ptheru Ihyll FRCs with shotgun Watchers: one with a red aura and one without. Both of them only drop radial Tempering gems. I don't know if they actually drop Bloodtinge gems or if the gems themselves are rare.
