The flamer is much much much much much ( much) better used with free aim. Even with the perfect mods and 25lvc it'll empty your AP in a second and the range is worse than melee in vats. Watoga TS had both mods available, last night. I also found the flamer mod in someone's vendor for 50 caps. Enclave plasma guns are drops from scorched security at Transmission Station: mostly short pistols and stabilized rifle from the Chief.
