Lost sector drop rate is ~25%. So The odds of 46 dry runs in a row is ~1/560,000. So technically not impossible, but either it's somehow bugged, has some sort of hidden lockout mechanic, or you're full of shit. If I had to guess I'd say the Legendary lost sector drop rate is around 10% and master is around 20% to 25%. Last seasons lost sector exotics are now in the general exotic pool. So, you are correct, you can get the gloves from a random drop. For example, I got Necrotic Gloves from the nightfall last night.
